Urea

Urea does two jobs at once, and the concentration decides which dominates. At lower levels it behaves as a humectant, binding water like glycerin. Higher up it becomes keratolytic, softening the hardened, thickened skin a plain moisturiser slides over. That makes it the ingredient for rough, scaly and bumpy skin rather than for ordinary dryness.
